Today, sarashi is still a pretty common sight in period anime and drama. Nowadays, I have only seen it worn under happy coat during festival and for cosplay (=decorative reasons not real binding). I personally do not recommend using sarashi to bind your chest “for real”. It can be dangerous for you if not done properly.

Sarashi is just a term for the type of bandage used, and they are worn by men and women for various reasons. It's a pretty common motif in anime, employed by delinquent girls and samurai alike. You can interpret it as being a general symbol of badassery. In reality, Sarashi are not so ribbony, they're actually about 30cm (12in) wide and about 10m (... very) long.
Sarashi is Japanese for "bleached cloth", usually cotton, or less commonly linen.      Such cloth may be wrapped around the body under a kimono , or around the chest.
Breast binding in adolescent girls may be a symptom of body dysmorphic disorder.  Transgender men , or people with non binary gender identities, as well as women who have developed larger breasts from hormone replacement therapy or breast augmentation surgery, may have motivation to bind their breasts.
